While Lego is only 20% off and the choice is very limited by this point, I walked in late this morning and saw a dozen pristine series 13 minifigure boxes at my Target (Hazeldean location, Ottawa) at $3...

Went around noon to the Billings Bridge Ottawa location. They had the Temple of Light set at 70% off and had around 6 sets. At 50% off was the coast guard plane and fishing boat set. The rest were still 30% off.

Are the Lego clearance at Target already at 70% off from 30%?

I was browsing polybag sets and noticed many of them were exclusively given out as promos with newspapers in UK. Why does Lego not at least release these sets elsewhere for purchase?

Really want the 30313 garbage truck polybag for my city. I live in Canada and have not seen it yet at Lego store and the usual big box retailers (Walmart, Target, TRU). Has anyone else seen these? Thanks.

Those demolition sets are going to burn a big hole in my wallet.

Generally not. You can return clearance items, but they would have to "shelve" it again, at which point you'd have to go and buy it before someone else does. They usually don't put it back out on the floor for 1 or 2 days so they chance of you being able to buy something again in this way...
