There were five full boxes of Series 7 minifigs at TRU in Ventura, CA yesterday. They rang up at $3.49 each but I used my 20% off coupon and the cashier added a $5 off coupon to my purchase so they came to just $2.60 each.

The TRU in Ventura, CA had the new Batman, Friends and City polybags in stock this morning, along with several boxes of the new Series 7 minifigs.
