what is the difference??

I'm finding out there are two versions of the "inverted slope 33 3x2.
1 with connections between studs
2 without connections between studs

Besides the obvious, what's the diff? Are there specific uses for either?

No, there is no specific use, it's just a running change in the mold. There are actually quite a few pieces that have undergone revisions over the history of LEGO. These changes usually occur when there is an apparent flaw in the design that can lead to stress fractures - in this instance, the stud tubes could bend if the wrong force is applied, and the connections help to solidify the structure so that it doesn't happen.
