Lego head mystery

I am going thru old stuff and found this one minifigure that is different then all the others. It's head is more round. Can anyone give me info on this? Is it lego or another brand?

The proportions on all parts on that fig appear to be non-standard so I'm guessing its some other off brand.

It is a playmobil minifig, no clue what set... But its a german wannabe brand
I have mixed feelings about new releases: I can't wait to see and get the new sets... but I can't figure out where I'm gonna put them or store them.

Ok I looked up the play mobile and see the similarities. But I have questions about the body being different. It's looks like lego body but not head. Would that work putting a play mobile head on a lego body? I took picture of it without hat and next to a lego fig.

What you have there is a Mega Blok minifig from set 9171. It comes from the Xtreme Sports line released in 2001.
