Series 3 minifigures - policeman?

I was looking through Flickr and found these three images uploaded but user legofan78. He claims to have found this on the floor while on a school trip to France and has questioned whether or not this is a Minifigure from Series 3.





I don't imagine a policeman being very likely with the City themes and the traffic cop from Series 2. The plate with fingerprints and torso designs look new, but I might (and probably will) be wrong. Anybody else have any ideas?
