LEGO MAT/PLATES (BULK) BEST SET TO MAKE?

I come across good deals very often and have a lot of brand new Lego Plates in bulk packaging.
As a Lego collector or user, what would be best way to create a bulk Plate set of 100 pcs? What would make sense for the user/buyer.

We have in these size and colors.
4x8 - Yellow
4x6 - White, Black
4x4 - Green
4x4 Round - White
2x8 - Red, Blue, Yellow, Green, Pink
1x8 - Red
1x4 - Red, Blue, Yellow, Green

And also what price point $15- $18 and Free Shipping would be more appealing for users/buyers.
