California law requires that a merchant honor the lowest posted price. Even an expired sale tag that is not taken down must be honored, according to Sec. 12024.2 of the Business and Professions Code. If the refusal to honor the price is willful, and the overcharge is more than a dollar, the statute allows for up to a year in county jail in addition to a fine.

I'm not saying you WANT to go around threatening minimum-wage retail clerks with jail time to save fifty cents, but any retail manager in CA who claims not to know this provision of the law is either lying or very poorly trained.
