Utapau Toopers Question

Picked up my first set from the 2014 winter wave, 75036. Sweet set, terrible blasters.

Anyway, I'm doing a little research on the paratroopers. I understand that they are meant for high-altitude drops (coming from wookiepedia).

What does that mean? I doubt they use parachutes? Does anyone have any source material on what that means exactly?
