It's what ships use to lower lifeboats, the crank operates a long wormgear, this pushes outwards the Davit arm that lies on the floor rack, that makes the Davit lower quadrant walk and the whole davit arm turn.

If can't be replicated, can it be simulated?

For something mechanically similar - yes. For example, use a Technic a 45 dgree double bent beam [0] for a Davit Crane Arm. Connect the Davit crane arm to a 40 tooth gear[1]. Seat the 40 tooth gear over series of gear racks[2] on the floor than acts as its track. Run a series of 4x2 classic bricks [3] on both sides of the gear tracks to keep the 40 tooth gear on the gear racks. Run a 8 tooth gear[4] through the same axle that goes through the 40 tooth gear. Rest the 8 tooth gear over a worm gear [5] that is controlled by a hand crank. When the hand crank turns the 40 tooth gear forward - the Crane arm will move forward and lower itself. When the hand crank turns the 40 tooth gear backwards - the Crane arm moves backwards and raises the crane up. The worm gear turns via only the hand crank only and brakes the 40 tooth gear from sliding out of position.
