They've been doing that this year with all the Police sets. Except the Boat and Bank.

I know, still find it odd.
maybe they are just making too many sets each year to put good designs into each of them.

That seems to be a possibility...they did have a different basic design for the Police Base, but somehow it has less parts. Probably more "cheater" parts were used. Maybe they're focusing really hard on some themes.

I think that's a police kiosk or something similar, not a log cabin.
