Help Finding a Lego Piece

I'm not sure if this is the correct place to post this - but none of the other subforums seemed appropriate. Anyways, I'm looking for this lego piece but cannot find a name or identifier online. Can someone tell me what it is called or where I could find an ID number or something to identify it so I can buy the piece?
